Considering that Al Jourgensen had a huge debt with the IRS at the time and that he felt he was being harassed by them the lyrics seem to embody the pressure he and Ministry were subjected to. On the other hand, 2002 was the year when all the talks to start the invasion to Iraq began to gain attention and, therefore, public opinion focused on the war to come. I believe Ministry combined both inspirations in these misanthropic lyrics.
