This song is about feeling isolated, condemned, forgotten, sad, sorrowful, etc, etc, etc...
I believe once I saw (but never bought) a the t-shirt of this song, and it pictured a cross-like scarecrow. From that view and the lyrics, I'd say it's an ironic commentary about Jesus in the cross, putting it like if is nothing more than an icon of a society with a false morality.

But I think it's not an homage either. It sounds to me more as a middle ground: the Led Zeppelin song inspired Jourgensen, Barker, Scaccia, Rieflin and Balch to come up with that beat.

I always felt this song was about the American Dream being a farce. The scarecrow represents the ideology of Jesus Christ out in the middle of the corn field in the midwest. The image of America's morality and all that it stands for. Progress, growth, migration. Nothing but a false decree. Just my two cents.

the basis of the song is when the levee breaks... thethe guitar cords and i think even the drums are a slowed down version of when the levee breaks... and revolting cocks was a side project of al jourgenson so that would explain the simularity...
I attended a Ministry show in Atlanta in 1996. Before performing "Scarecrow," I remember Al Jourgensen stating that the song was about the AIDS virus. This revelation led to one of the weirdest vibes I've ever felt at a show. No one seemed to know what to do.
