I'm surprised nobody's commented yet - even though this song is certainly cryptic (drugs, maybe?), it's the kind of song you can listen to on repeat for a long time because it's so good melodically (Like "Look Up" by Stars, another song I could listen to forever). The first two lines are also really powerful, and can mean a lot of things to a lot of different people - for me, with college graduation coming up, it's sort of a mantra about dealing with change and getting ready to face the world.
Seems to be a kind of joke on the cliche of Canada being this more enlightened cousin country to the uncouth Americans, a last bastion where the narrator's wicked ways won't be readily tolerated. Oh no, not in Canada you won't- they're better than that!
I believe it to mean that you cannot run away from your problems at home and/or the things you think need to change. If you go away from where you are and come back to find things are not to your liking; you can blame yourself (in part) for not becoming involved in the change you're seeking. The safe-haven you run to has problems of their own, and you can't take that onto your next escape route. Use your good intentions and positive vibes for your home because unless you do something at home then as the lyrics profess, "I used to have a golden tongue But now the words just feel like stones 'Cause you can't take that stuff to canada You can't take it anywhere", no one will trust the Golden Tongue unless it has actions that stand true behind it.
