I think it's basically telling the people who are upset and want happiness that they basically 'haven't earned it yet' and they 'must suffer and cry for a longer time' in order to earn the happiness they want.

Is it just me, or are his vocals and the music more 'together' in this song than most other, chorus is foot tapping for a change, and its so much more catchier than any of their other songs when it comes to ' earned it yet soooonnnnnn'
Awesome song and with his customary sarcastic wit Morrisey paints a beautiful self portrait.
I agree with the sentiments because I am just as self pitying as Morrissey, it basically attacks those people who blame you for your own misery, who believe that you bring problems on yourself by not being happy or by giving up - which is very very true but nonetheless it hurts when people are like that. so in that sense a wonderful portrait of me too

Agreed with tallulat 100 percent. It's a shame I have to live like this, but it is my own fault.
at least Morrissey makes self-pity more fun. I would say quit your whining but it would be wasted breath.
