    This song seems to be about a homeless person who wishes that they had little things that we all take for granted such as a raincoat with a collar and breakfast. They imagine how wonderful life would be with these things.

    The song title depends on what version of the album you purchased, the name was changed, so one is certainly more correct than the other, but they are both right.
