I think it's about a girl. He's apologizing first for wasting her time and falling out of line trying to get into a relationship with her. He's being sarcastic and serious at the same time... he's sorry but he still wants to be with her. And now every moment, he just feels like he's wasting time not being with her. And she 'washes over him' like rain and sunshine. She washes the bad away from his life, makes him better. She's the sunshine. "all my life never found my place until I felt the sunlight on my face my sunshine"

He never knew who he was until she came into his life; washed over him.
