My guess is this is tells the thoughts of a disgruntled railroad engineer who's locomotive has been destroyed some how. "I leave a message for you all" and "Oh I know you'll hear me now" could refer to the sound of the whistle. "I've come to take you home" and "Oh it's time I leave you now" strongly implies that whoever is telling this story is an engineer.

Loco-motive refers not only to a railway engine but also to the crazy ( aka LOCO) motIve that dominates the actions and behaviour of the song character- his wish to punish those who bullied him by shooting them.
