I thought it was about old aquintances (or personifications of something) coming back into the life of someone dear to her that has changed for the better. She fears this person(onification) will turn the friend back around away from the light and her.

I guess we will never know what this song means except if The Cranberries did not tell it in an interview. My impression is that this song tells about another war and someone dear to her is recruited, taken from her again and she says that they have no right to do it because it is his life, that only he can decide what to do with.
i think the waltzer is her lover's ex. probably a non-romantic intrusion ... sometimes I think the singer is suspicious of the relationship between the waltzer and her lover, other times she's merely coveting his time.
