    It does not seem to me like the narrator of the song is arrogant or purposely leading her suitor on. In fact, she really likes and is attracted to him, but she is not in love (yet?). The man, however, is very much in love with her and she knows it is hurting him that his feelings are not reciprocated. She feels somewhat guilty and tries to comfort and soothe him, maybe even meaning what she says when she claims that she would love to love him too. At the end of the song she tells him to break down the pillars standing in the way of her loving him back, so if he tries really hard, she just might come round in the end. Ok, maybe she is leading him on just a bit :-)

Like a lot of the other comments are saying, I think this mainly about voyeurism. If the song was about his girlfriend, then why would he use the word spy. If you are a spy it means you shouldn't be caught, that is kind of the whole point, and if you are a voyeur, the whole point of the pleasure you get from it, is the fact that the other people don't know you are watching them. See a bit of a connection there?
