In my opinion Judas Priest here clearly pay tribute to the black Americans who brought from Africa to America -through the blues and rythms- the basic musical structures of "rock and roll" music and of course later of classic rock and heavy metal.《It started many years ago, out of the black country, the seed became the embryo, for all on earth to see》.《From the concrete jungle The smoke, the dirt, the grime》.《 Took the sound across the seas, the people stood in awe At last the sound had come to them...》etc

I thinks it's about the origins of heavy metal and bringing it to the US. Led Zeppelin, Black Sabbath and Judas Priest are all from the Birmingham area in West Midlands of England which was/is called the Black Country. It was called the black country because of "the smoke, the dirt, the grim" from the coal mines, foundries and steel mills. , These three bands are the godfathers of metal and they brought it across the sea to America.
