It's about a friend of Brett's who was suffering from extreme depression. Sadly he committed suicide in 1996. Brett also wrote two other songs about him - "He's Gone" and "Simon", Both were written after Brett's friend's suicide. All truly beautiful songs.
Out of the three you mention I only know this one. I would be honoured to know this was written for me! I think Suede is their best album, and this is one of the best songs on it.
