I think much like another song “Anti-Matter” (that's also on the same album as this song), this one is also is inspired by a horrifying van crash the band experienced on Nov 3, 2022. This, much like the other track, sounds like it's an extension what they shared while huddled in the wreckage, as they helped frontman Garrett Russell stem the bleeding from his head wound while he was under the temporary effects of a concussion. The track speaks of where the mind goes at the most desperate & desolate of times, when it just about slips away to all but disconnect itself, and the aftermath.

(This is why the music video takes place in an orphanage.) The seen, and unseen collective suffering is imbedded in the boys’ mind, consciously or subconsciously, and is haunting them. Which path will the boys choose? Issac Hayes is the voice of reason, maybe God, the angel on his shoulder, or the voice of his forefathers from beyond the grave who can see the big picture and are pleading with the boys not to continue the violence and pattern of killing their brothers, but to rise above. I think there's definitely the suggestion of a drug using couple. Although the lyric "Just you and me together in the year of the horse" could be referring to the Chinese calendar I'd bet that it's a not-very-well disguised reference to heroin, 'horse' being slang for the drug.
I think there's a lot of evidence of this song being about the dissolution of Soviet Union, and the uncertain fate of the satellite nations after the fall of the Berlin Wall.

Imagery related both to the nuclear arms race, and also the Chernobyl disaster which was not too far in the past at the time. Nuclear radiation and poison rain were serious realities in those nations.
"Let's stay together" might refer to all of the countries in general, that are much weaker as independent nations than they would have been as one united entity.
The skyscraper/motorway imagery might refer to the urbanization of these countries in the Soviet years, and the knowledge that there was more to come.

This song's lyrics reminds me of the lyrics of "Waterloo Sunset" by the Kinks. I think, like WS, it tells of a love-affair between two young lovers in the cruel landmarks of a city. Their optimism in the relative pessimism of their surroundings.

its about 2 lovers who have something good together despite the alien nature of the city they are in. the song has a suicide pact element 'And we could feel a little closer as we tumble through the sky' and also 'Will I see you up in paradise or have you come to catch me?' suggesting that they commit suicide together and go to paradise away from the landscape they are in and hence when they hit the ground 'two hearts under a skyscraper' after they have jumped and gone to heaven together.
i think it's about love in a decaying place. considering how obsessed Brett Anderson is/was with London, he certainly didn't think much of it.
I was 23 and living in a tower block with my girlfriend in a shitty part of London. Both of us doing far too many drugs at the time. Not surprisingly we loved this song.
