Like a lot of the songs on Movement, this one, I think is very much a product of Ian Curtis' death, but this one seems more personal. Bernard Sumner probably had closer contact with Curtis in the last couple of months of his life than any of the other band members, and I think this one is a "I would have helped if you'd just have let me" kind of thing.
People think every new order song from that oeriod is about Ian Curtis death.

To me that says, I don't know what went thru his mind in the final hours. Now, some of the other lines here are ambiguous and/or underdeveloped, but I can't imagine what else he's talking about. Curtis's death certainly gave them plenty of inspiration.
