I wonder if this song is about the flow state and its evil twin, writers block. The analogy with the weather being the joyful golden sunshine of creativity and the despair and self loathing, bad weather, when inspiration fails to appear. This is also analogous to the high and low mental states of severe depression which, as I understand it, John Martyn was subject to.
