perhaps perhaps perhaps this song is about the end of a relationship [aren't they all? no. sarcasm. yes.] the guy in the relationship has some sort of personality trait that annoys the woman to the point of leaving him.
maybe i just think this because it fits me, but it seems like that trait could be an overuse of sarcasm or something. "she's asking you why you think it's funny." he can't be serious about anything, and so she is leaving him. it's finally come down to that.

The relationship is ending & what concerns him the most is that she's taking her mattress? And she's wearing his red sweater? It sounds like he was already emotionally gone from the relationship & is laughing because he's relieved & just wants to get the details sorted.
This makes me think of one of those "break ups" where you really don't break up, just prentend like you're going to and then you stop being so pissed and change your mind.
I'm thinking the mattress and the red sweater are just like nails in the coffin, things to make it hurt even more. Like in the movies when the person's had a bad day, and then some car goes through a puddle and gets them all wet. Just more little things to make it even worse. Like, "She broke up with you, she hates you, nothing will ever be the same, and by the way, she's not giving you your sweater back."
And I agree, the "it's coming down" parts are about the relationship, not the rain (i never got that before, though! =D)
