Another über-obscure VU classic.
At first glance, not unlike an old time prison work song...but with the VU, a deeper meaning ("waiting for the man" again, perhaps?) is always possible. BTW, the line is "starin' up at the sky"...as in, waiting for rain.
I hear staring up at the sky and fall instead of from. I love this song so much. The viola and the steady rhythm of the background instruments create the most fantastic kind of melancholy mood.
