I figured it was another song about junk - The calamine lotion bit caught my ear - calamine lotion is used to relieve itching (pruritus is a side-effect of opioids) Then I thought about another VU track Here She Comes Now - another song about junk - here Lou refers to heroin as a female - a lot a lot a lot of what he wrote about was scoring, getting high, the high, the come down, the whole shebang.

According to an article by Paul Williams in the Velvet Underground Companion Book, it's about trying to rouse a girl from an amphetamine overdose. Yet what's being described, while it could be a heroin overdose being described, it really doesn't fit a meth or speed overdose.

Allegedly, the song's about a girl who is too dopey and nodding off in a corner, so her boyfriend slaps her around to wake her up but she thinks he's just beating her cause he's an asshole, so she gets angry and stops talking to him; he then goes out to get her flowers but she wants none of it.

Sounds like it's about bein' drunk, hitting your girlfriend, feeling bad about it later and trying to make it up to her by getting her flowers but her having been hit so badly, she will not accept them.
BUT i like to think it has a cooler meaning that this literal one.
