This was a 1960's PSA directed toward children, written by Vic Mizzy (the guy who wrote The Addams Family theme song). When performed in concert, TMBG would regularly dedicate it to the drunk people in the audience.

I remember this when Annette and Frankie were Mouseketeers .... that puts it as early as '57 when we had a tv I could watch.
