As usual, no one here is actually talking about what this song means. This song is another stand-up-for-your-rights to Marley's fellow Jamaican Rasta brothers. This song is addressed to the government or ruling class of Jamaica, the people who suppressed Marley's brothers during the time this song was written. He's telling them that God will judge you based on how you treat us, and "could you be loved?" and "say something" are ways of asking them to change their ways. Right now it seems to speak to the lovelorn and rejected. "You ain't gonna miss your water Until your well runs dry No matter how you treat him The man will never be satisfied" It poses the question can you be loved, which is something that goes through the mind of those who have been used and discarded. The answer, once attained, brings forth the moment to "say something".

i agree with you catherineks. people are afraid to express their love for others because they are afraid of the reaction they will recieve, and they are afraid of being loved because of bullshit like mental restrictions and acceptable boundaries of emotions in our society, n shit like that. i think bob marley says "say something" over and over to encourage us not to be afraid to tell people that we love them.
