For those not geographically declined, Jersey is a British channel island off the ~French coast. (Otherwise it would be Joisey Thoisday). The misheard lyric is The Gulls were wheeling ,spinning.Not girls! Just another hippie paean .

I've always assumed that the song refers to the Isle of Jersey in the British Channel. My sense was that Donovan was experimenting with acid and was up all Wednesday night with a lover. When the dawn came on Thursday, he was looking at her through coloured glasses. The vibrant colours of the sunrise overwhelmed his senses. And yes, I think it was "gulls" who were wheeling and spinning in the Channel sky.
It helps to understand it if you realize that he is singing "the gulls went wheeling spinning" because he is singing about the island of Jersey not the chicks on Jersey Shore, "Wheeling, spinning" means the birds were flying about in circles. Tiny pieces of coloured glass are often found on the beach. They're called sea glass, and if you are high on acid and peer through them you can see god.

This is defiantly one of my favorite donovan songs as well as my one of my first. I think he probobly wrote this song appreciating the sunset in a dirty city, jersey most likely on a thursday. The music itself gives an excellent mood for this contrast between beuaty(sunset) and filth(city streets gulls broken glass).
