This is a great song, clearly about a state fair as indicated in the title! I don't know if there IS a deeper meaning to it because I'm caught up in the humour of it.. "I like a baggy overall they don't really show it all I can use my mind" Hehehe!!

I think that is relating to her preference in the way men dress (oviously). Baggy, it leaves room for the imagination. ;D
