this is a cover, it's originally by R.E.M. the original lyrics are extremely hard to understand, like all early R.E.M. songs, so i think the story goes that Dr. Frank just made them or made them sound similar to the best of his ability. i think it's a great tongue-in-cheek way to honor R.E.M.
