Some fans have interpreted the town of San Pedro on the island of Ambergris Caye, Belize, as the San Pedro mentioned in the song. However, Madonna clarified to Rolling Stone on July 27, 2016:
"I don’t know where San Pedro is. At that point, I wasn’t a person who went on holidays to beautiful islands. I may have been on the way to the studio and seen an exit ramp for San Pedro".

The song is not about California but about San Pedro--a city in Abergris Caye, the island off the coast of Belize.
