Although it is originally a gospel song (that's what I heard), I think its use in the 60s by J.Airplane has political connotations (blood-stained bandit, long-tongue liar, gun shot devil, all refering to the American deceiving and militarist government).
Blood-stained bandit, long-tongue liar and the gun shot devil? Sounds like a reference to Satan to me. I mean come on...Good Shepherd, lambs, feed my sheep, Paul and Silas? Sounds pretty cut and dried to me. The song is about the good shepherd Jesus and warning us about the devil.
