"Shelter" is about the struggle of knowing that you need to extend yourself and attempt to grow but being afraid to do so. The voice in the song promises to move outside of himself but retreats in to the comfort he knows. Message of the song= growing up sucks, but you have to do it, and should meet new challenges with courage eventhough the person in the song was unable to.
