I don't think this song means to change yourself, rather that you should learn to adapt to a changing world or circumstance. I love the collaboration between Petty and Jeff Lynne (ELO) during this era, on this album (Full Moon Fever) and Traveling Wilbury's.

I think the couple in this song has been together for a while. The wife/girlfriend is feeling discouraged and gloomy. The husband/boyfriend believes they can overcome their current situation together.
I take it the opposite way. He's telling someone not to change. The person he's talking to is going through a rough time, and he's saying that they should tough it out because he's depending on them.
