I think maybe because Dylan is such a god - the voice of a generation and all that rot, that at that time he can't be talking about "queers," can he? It wasn't until David Bowie and Elton John and David Bowie and the 70's that gay culture seemed to become respectable. My opinion.

Read the lyrics - including the title - again. There are over a dozen explicit references to homosexuality.
