The distorted fading Voice at the end reminds me strinkingly of the Voice of Shodan at the end of the (very athmospheric) Computer Game System Shock from 1992. And, yes, the song is truly great. |

This song is about the dangerous tendency to disregard your own ethical values, just to be obedient.
"Milgram's 37" refers to the experiment, in a series of experiments of psychologist Stanley Milgram, with the worst results. In this case 37 of 40 participants went to the full extent of the experiment, and delivered (without knowing fake) electric shocks to another Test-Subject (who was indeed an actor, btw.) without stopping when the Subject begged for mercy.
This was a sing-along-song in many concerts (see the irony?). |

For me, the song is simply about our world drowning in meaninglessness - in "background-noise". From pluralism to political correctness, few dare to "tell wrong from right". Maybe Peter Gabriel is trying to wipe out the noise by transmitting clear messages. |

Interestingly, in the Matrix, while Neo searches for Morpheus, you hear the part "Feels like I've been, I've been here before, You are not my saviour, but I still don't go, feels like something, that I've done before". Which is mysteriously fitting to the matrix' story.
Furthermore I can't decide whether it's about, sex, drugs or some general form of addiction/dependence. |

Similar to "I Grieve" from the same Album, I think there is a glimpse of desperate hope in the end.
For me, the Title refers to the wounded person trying to escape life. But there is "no running away - no way out". The narrator won't let him/her go. |
