Totally drugs.
The "Cloud" is his high. Clouds are high and being up on a cloud is supposed to be happy and carefree. He is in that euphoric state, up riding on the clouds.
"All police are paranoid/so am I/so's the future". paranoia as a side effect of the drugs, and fear about getting busted by police who, he feels, are too concerned about trying to find excuses to arrest drug addicts

Not long after this song became popular, it was transcribed in Guitar world magazine. Their lyrical transcription was very, very different.
The lyrics are very hard to understand. First off, Gavin Rossdale is British, so some Americans may not be accustomed to his accent. Second, he mumbles, so that complicates it. Third, the muddy, distorted guitars make the vocals less clear, so some misunderstanding of them is forgiveable.
GW transcribed the first verse as "a piece of sky". This is how Ive heard it for twenty-plus years. Listening closer, I believe the version here is, in fact, correct.
The final verse is trickier. GW transcribed it as "I touch your mouth, my lips food/addicted to you like Im addicted to fools shit." Ive watched the official video on youtube at least a half-dozen times today and its the same as the radio version. Unless theres a different version on the album, I do NOT hear "will" or "willy". Its possible that he is mumbling "addicted to love", but the next part does sound like "addicted to fools shit" or "foolish shit". either way, I do NOT hear "will" at all.

When this song first came out, I just thought Gavin Rossdale got high and wrote a bunch of nonsense.
I still stand by that theory today.

The song always gave me visuals of a block party. Since Steely Dan were from New York, we can cautiously assume that their songs were written from a New Yorkers perspective. Block parties, sleeping at beaches and motor scooters are not something that would be common during winter months in New York.
Motor Scooters are also the only transportation accessible to many young people. In some areas, parking is very limited and households only have room for 1 or 2 cars, so many teens and young adults living at home cannot have a car due to space restrictions. In some poorer urban areas, scooters are all that many young people can afford.The scooter reference might paint a picture of a low-income, densely populated neighborhood of apartments or rowhouses.
I view Josie as a wild girl who partied with the neighbors but then went off to college. After high school, most of the kids are riding around on cheap scooters, working menial jobs or with their parents. However, Josie was one of the few who got accepted to college, hence the "pride of the neighborhood".
Now its summer, classes are out for a few months, and Josie has returned home. The only group is fully reunited with Josie back from school so they spend the summer having parties and orgies just like old times.

He is unhappy because he is being pressured to conform. Someone-possibly society in general-wants him to be a clean-cut, professional. The Cadillac is a possible reference to refinement and status. He just wants to have his place, his "galaxy", where people arent bothering him or pressuring him to fit the mold they had in mind for him.
To use a hypothetical example, Its like a father pushing his son top play sports or go to law school, when instead the son is interested in art. His "galaxy" is art, and it gives him an escape from his dads pressure of being someone else.

I'm pretty sure its about a dysfunctional, abusive relationship and the low-class/inner-city mentality of some guys. There are many women in the ghetto and poor rural areaswho the first-verse applies to: Public aid, 3 kids with different dads, dads who have rap sheets for assualt.

Interesting, morbid commentary on America. Rusty hails from Ontario, Canada, where the winters are long and cold. The fact that California rarely see's snow may be something that Canadians view as a stark contrast between their home country and the state of California. Canada is also known as a relatively peaceful place and Canadians also sometimes view the US as violent and lawless. So, while the references to sawing a head off and being shot may sound ridiculous and exaggerated, they provide a sarcastic look at how Canadians view California.

The singer impulsively moves to Southern california, where he perceives the lifestyle to be better.
"Gotta find a room, and runnin' out of money-
Stayin up late, but I gotta get up early"
There you have it. He stays up late trying to live the fun life he expected to find but he has to get up and work to try to make ends meet. California is extremely expensive. The guy goes there with nothing, thinks its going to be all fun and excitement, and now realizes its really hard to get by. He's realizing his errors by not planning things through better and regrets

It Could be about mental illness.
"They don't need me, don't want me, don't hear a word I say". People ignore the speaker because they either don't think he can offer anything of value, or might be afraid of him.
"the shots in the dark from empty guns" could be voices in his head, or a past trauma.Perhaps he is a veteran still having combat flashbacks. Thats where "you can't take back all those years" comes in. He has been haunted by, or suffering from, something for a long time that has affected his ability to properly function in society.
"Inside your head, no ones there". Again-voices, or unresolved trauma.

Its been established that the song is about heroin addiction. I think there are certain lines in the song that really are not very specific and serve as "space-fillers" to keep the lyrical structure flowing.

The writer sounds like a recovering addict himself. "I almost fell into that hole in your life". The hole is a metaphor for heroin addiction (see also Alice In Chains "Down In A Hole"). The writer understood the consequences and got help before falling into the deep "hole" of severe addiction (And youre not thinking about tommorrow/You were the same as me, but on your knees" ). However, the person he is singing to was not able to get help on their own. The "On your knees" could be a reference to prayer. Only a higher power can get them out of the addiction.
The second verse further indicates that inability to get help. "A thousand other boys could never reach you/how could I have been the one". Here, the writer admits that he is no different that the many other people who tried to help, to no avail. "I saw the world spin beneath you" could be a description of the chaos and complete loss of control that the addict faces. The reference to the womb may be more symbolic than literal. The womb is where a new life starts. We can look at this in several ways. The heroin use referenced in the line preceding the womb reference could have been the roadblock preventing her from a new life,and the drugs stopped her from the new life rehab offered, or the heroin WAS her new life. She had been re-born as an addict. Use of the word "womb" is a possible clue that he's singing about a woman, as opposed to a male friend or relative. The theory that the song was about a band members wife is strengthened here.
"Coming down the world turned over". Again, confusion and chaos due to the addiction. "Angels fall without you there". Possibly dying or death. She was either dead or so close to death, that her guardian angels no longer had anyone to protect, therefore nothing to "stand for"."And I go on as you get colder". Here, the writer continues on a path to recovery while the girl grows more distant and withdrawn. I admit, I have no interpretation for the line "Or are you someones prayer".
"You know the lies that they always told you"-dealers or addicts saying how easy it was to quit, or perhaps that the drugs weren't as addictive as they really were."And the love you never knew". She didn't love herself and abused drugs as an escape, or at least had no self-respect and didn't love herself enough to avoid destructive behaviors."Whats the things they never showed you". Theres a possible "space-filler".Grammatically, it's awkward and seems to be a random, unanswerable question. "That swallowed the light from the sun..inside your room".Again, a metaphor for sadness and struggle- a dark, depressed feeling with no joy, dying from addiction. "Your room" is not a physical room-it represents the mind, or compares the misery of her life with being cooped up in a room with no freedom.
"And theres no time left for losing". She's been losing the battle for her life, hit rock bottom, and can't go any further. Shes too low to lose anything else.She either immediately turns her life around (which she cant) or she dies."When You stand they fall".Basically rehashing the 2nd line of the chorus as another "space-filler".
"And I go on to bring you home". Either taking drastic life-saving efforts to return her to her old self, or more likely, arrange her funeral as she goes "home" to eternal rest."all because I'm, all because I'm, and I'll become what you became to me". Written in a confusing way so it can properly fit the melody. Really, I see this as another "space-filler" with little meaning, just written and formatted to finish the song.
