Well, a lot of Hail to the Thief is known to be about George Bush. A lot of people seem to be putting this song on George Bush opposition, although it could easily be from Bush's perspective.

For example, the box could be an analogy to how people kept blaming Bush for 9/11, but he had served less than a year before 9/11.
