I think it is trying to say that "the city" won't keep you warm "When you wrap yourself in a highway strip, don't expect any warmth from it. All it is is cold cement" cause the city it self can't provide warmth or shelter "You can turn the city upside down if you want to but it won't keep you dry". THe city is just steal and cement so you can't depend on it to keep you safe. |
