Tiergarten is actually a part of Berlin. And I think the whole song is about his boyfriend, since he's german and they have also lived there for a while. It really is such a beautiful lovesong and I am still amazed by Rufus' voice. |

I think that the line "Don't beg the question when the answer is war" means, that most people are afraid of rejection.
