The 'party' in this song has nothing to do with parties in the social gathering sense. 'This party' refers to the narrator himself, as in legal references to the first party, second part and third party. 'This party fears two' is an oblique way of admitting 'I fear the prospect of being in a personal relationship'.

Also, I think 'On display credential He said shouted, fact:' is quite wrong. Surely it's 'On display credentials, essentials and fact'.

I'm sure that Billy sings 'Where's the wording on him?' on each of the three occasions when the full chorus is sung; it's only at the end, in the twice repeated muffled vocals that he sings 'We're still working on him'.
