    The rain in New Orleans Forgot to end But the mouths of the people are dry Then we watch and wait And do nothing but sigh

    That part is obviously about Hurricane Katrina. And there's the New York reference in the first line. Wonder if it relates to 9/11. This song could relate to the tragedys the people living in both these places experienced.
