The Holocaust was the basis for this song, but as many Rush songs do I think Peart might have been referring to some sort of futuristic society here where humans have been enslaved (a la 1984 say).

Red Sector A I think refers to the area in Cape Canavral directly near the launch pad.

Distant Early Warning refers to a system that NORAD set up in Northern Canada to detect incoming Soviet missiles. I think the song talks about nuclear war and the video does too.

I think it might allude to riots in the 1930s that supported fascism (they happened). The reason I think this is the "the aryan twang" line, which suggests that it might have to do with fascism.
