I think it was more directed at the "moral guardian" types. You know, the Jim Bakkers, the ones who preach morality to everyone else and constantly shriek about how vulgar everyday life is while secretly being womanizing scumsuckers.
In this song Alice is saying that this is all that the world is about. In his songs he's literally making fun of sex death and money. In the song it says it's the gospel in dragontown. Dragontown is supposed to be the name of the worst place on earth. Brutal planet was supposed to be told from I guess God's perspective, while Dragontown is from Satan's as you can see in the song "I just want to be God." Aliceis also saying that all this is immoral as he says "The name of the game is to titillate the brain, stimulate the immorality"
Seems to me to pointing out how two faced people (politicians) are....saying how vulgar and replusive things such as porn are, and they are caught with thier pants down with some trannie.
