Like a lot of the other comments are saying, I think this mainly about voyeurism. If the song was about his girlfriend, then why would he use the word spy. If you are a spy it means you shouldn't be caught, that is kind of the whole point, and if you are a voyeur, the whole point of the pleasure you get from it, is the fact that the other people don't know you are watching them. See a bit of a connection there?

This song pretty much has two meanings, but they blend together.
I think there can be no disputing the sexual references here. This song very easily and in its entirety can be taken as a reference to hardcore, possibly kinky sex.
However, there's a slightly deeper meaning. Some, not all, of Alice's work around this timeframe did have a deeper meaning, and in this case it's love and the pains of a relationship. For example, "put me in your slammer" could reference both entering a woman sexually as well as succumbing to a particular demand or compromise in a relationship.
Besides these two generally interconnected interpretations, I don't see any other real possibilities. Yes, song interpretation is the responsibility of the listener, but in some cases (such as this one) there aren't many open ends.
