I agree with TheDuellist. I think it is a whole secret love thing. Prehaps he sees someone do her a wrong, and it makes him furious hence the lines about him being a mad dog and squad car. Great song though, not too many people know it.
Obviously he has been with the girl for sometime now and she has hurt him over and over again and it finally drives his insanity to the point that he would murder. Thats why loves a loaded gun :)
