This is about how the superpowers encourage and manipulate the Arab-Israeli conflict, despite constantly talking about peace. Not quite sure what Shatila means, but Sabra has many meanings, all associated with Judaism, and in particular Israel, I think here it is used as the personification of Israel and the Israeli people. This song is perfect for anyone who likes Rage Against The Machine, seek it out now, another good reference point would be the Clash, not least for their musical eclecticism.
