I think it's another referrence to him seing himself as a banevolent dictator. Darby/Bobby/Paul (whatever you wanna call him) always had a pack of his followers with him, people who would do practically anything for him. I think that's what he meant by "Deep deep deep in my eyes There's a round round round circle of lives It's a tame tame tame sort of world "

'Circle One' was a small movement thing he started. When he made good enough firends with people and felt like he really connected with them, he'd burn a circle into their hand with a cigarette. That also explains the cover of G.I. It was his way of taking a bunch of marginalised outsiders and loners and giving them a connection with each other, so they were always part of a larger group of punks and misfits. He also thought it was cool how 25 years later (which is actually around now, come to think of it...) there'd be 2 complete strangers in line at a supermarket or something, and they would notice the marks and there would be that immediate connection between them, because they would both have been a part of the same movement, the same budding culture.

Interesting observation. However the circles burnt on peoples hands showed loyalty to the band not Darby. Pat Smear was actually the first give the burn to anybody. The rule was once you had one you could give it to someone else.

I agree, but I think Darby kind of viewed himself as the dicatator or leader of the Germs. If you've read "We've Got The Neutron Bomb" they talk a lot about his self-absorbance. He was fascinated with Hitler and Mussolini, just because of the entire control thing. Don't get me wrong, I think The Germs are most definately one of my favourite bands ever, that was just Darby's personality. But it's part of what made him so great.
