It can be, to bible thumpers and the like. But I think this song messages the powerlessness of the people. We're only given a right to vote but it doesn't really change anything since the candidates are all the same.
This is the 'rock the vote' scheme, which tries to get young people to vote using 'rock' music. It could equally apply to people like Bono supporting Bush and Blair.

Rock the vote is an organization that was developed to get young people to vote. Probably started only a year or two before Carcass making this song. This is simply Carcass bagging on the idea and pointing out that the popular acts such as madonna, snoop dog and the voters buying into this shit are all puppets to the politicians that designed it to get votes from the living dead."Just do as your told." Is this really rock n roll? No just a fat politician making us think its cool and hip like rock n roll to vote and use us to get votes.
