I believe this song is about being comfortable about where you are in your life at any given moment. He can't just be a follower anymore, instead he does what he wants to do - wastes time.
The song is actually about The Hippie Movement. When he was in San Francisco during the height of the movement. All he saw them doing was sitting on the dock down by the SF bay, getting high and wasting time.
