I could be COMPLETELY wrong, but I think this song is about Peter Murphy, and perhaps the thoughts of Ash and the others before Bauhaus broke up. Think about it: "Christian says..." -> the expectations for listeners (and maybe the band), and how they seem kind of irrational "With the money in your pocket, you say wise and always free" -> a reference to success and fame, and "always free" meaning free from the problems of the rest of the world "But with that money in your pocket you've got nowhere to go" -> the money keeps you in your place - or makes it so you've got nowhere to go, pretty much. "Baby baby baby wants an empire" -> "Baby" - or Peter in this case - wants more fame and reputation "These words hang empty in the air..." -> Baby doesn't hear - doesn't WANT to hear - what's being said "The only sounds you speak are dumb..." -> Baby's talking bullshit, and the others are fed up with it "I'm a vampire" -> Reference to Peter Murphy. Aside from his androgynous look, he usually looked like a vampire. "Your own reflection's on the blink..." -> Baby's status is on the line "This burning issue won't cease/This burning issue's got to go..." -> That's pretty self-explanatory. The others are tired of Baby and the band's issues, so they say it's "got to go".

Wow, big text chunk. Anyway, that's my interpretation of Christian Says. Again, I could be COMPLETELY wrong, but this is what I took from the song. It seems to fit pretty well.
