I think the last line of this poem is about the collaboration between God and Man. God has bestowed free will to Man and has thus given up complete control of everything in existence until Man can become one with him. That is why imperfections exist, not because of sin or a flawed God, but because our collaboration has just begun and is not in sync yet.
