I think it's kind of ironic and sarcastic. Telling us that Big Brother wants to "kill the idealist" in all of us; that is to say, stop independent thought, and to ensure that we not worry about anything but the tedium of day-to-day work ("Capital rules the world")

That's the way I understand the Chorus, in a nutshell. The rest, i believe, shows that society is reluctant to change.

One of my favorite songs...bleak as it may be.

@Lombardi Yeah very good insights. It's that bleakness of accepting that this is probably the best that things are going to get after hoping that things could change for the better in youth.
