This is part of Dennis' "Kilroy" story. The song is simply about Kilroy wanting to break out of his prison and bring back rock n' roll.
It almost sounds like it could be about Dennis being trapped writing power ballads and new wave because that was what was selling at the time. He wants to "break out" of being trapped in the mainstream and just make the kind of music he wants to. I know it isnt about that but it sure sounds like it.
