Not really a racist song. It's just about some dude that pissed them off I think. About some jewish guy (at least one of the guys in Ween is jewish, so they can talk trash about jews if they want to), who thinks he's a rasta.
Actually 2 members are Jews. The song is supposedly about the guitarist from the Spin Doctors, who supposedly stole a girl from either Gener or Deaner, and who is not a Jew. A friend of mine once met him, and asked him if there was a Ween song about him, without actually saying the title of the song. He got real pissed off and said "No", and then walked away. Based on this reaction, I would say that this song is indeed about him.
Ween is not racist at all. This song is sung through the eyes of a racist. Don't take too much of what ween does seriously. They are a great band, but they just like to have fun, and make fun songs.

Yeah, IHateMidgets is right; I'm pretty sure this song is about Eric Schenkman, and the "Chris" they're referring to is Spin Doctor's lead singer Chris Barron.
I think if this song came out today, it would be about Matisyahu.
