He's talking about the suburban sprawl around San Diego. I grew up in SD county and, yes, the once-beautiful landscape has been replaced with numerous stucco monstrosities--cheaply built and squeezed as closely together as possible so as to maximize the developer's profits.
I think the "got a match" part has two meanings. One is that he's mocking the young couples who are moving into these new developments. The people who have just found their mate and are ready to breed... Two is that, obviously, he'd like to burn the stucco houses down.
