I think "Waterloo Sunset" refers to that peaceful place you go into in order to escape the world. Equitable to your "happy place" like in Billy Madison or the "garden" in Andrew Marvell's poem.
My little brother described this song by saying "It sounds like a smoothie" which i think is a perfect description.
