OP is referring to background vocals by Siouxsie. You can hear them at 1:07 and 2:07 and the very end of the track. You are confused because they do not sound like sounds from a human being. Scary!

Ahh this song is amazing! It reminds me somewhat of reggie and the full effect...the way their songs sound. But this song is pretty easy to figure out
